WA EFA E-News September 27th

Hello Everyone,

With the Royal show almost upon us, many of you will be gearing up for a huge week next week.  For those of you with horses stranded over East or those wishing to move horses East the good news is that with new strict procedures in place we can now begin to move our horses again to and from non-contaminated states.  Full details are available from the Dep of Agriculture website and there is a link listed below. You will also find listed below an Agenda for the EFA WA AGM on 25th October we look forward to seeing many of our members attending.  It is a big few weeks for showjumpers coming up with two FEI World Cup events, WASJA's Patrons Cup weekend and the Serpentine CVW Group Gala Showjumping weekend - a veritable feast of showjumping over the next few weeks for both competitors and spectators alike.

Club Dates for 2008 - A reminder to all clubs that these are due in to the EFA office by October 5th so that they can be presented at the Dates Meeting on Wednesday 17th October at 7.00pm at the SEC. To date clubs have been very slow in submitting their dates and you are reminded that if you miss the dates meeting then there is no guarentee that your fixtures will be granted for next year.

Edited extract from the Chairman of EFAWA, Michael Caplehorn that details the EFAWA actions and response to the EI epidemic.

 

A)           The EFAWA is well aware that EI has caused great hardship to some of our members as it has to the EFAWA , the SEC, Event Organisers

               and almost all persons involved in equine activities.

B)            We are aware that across the industry there are some 50 WA horses stranded in the “Eastern States” .

C)            Where we have been advised of necessitous circumstances of EFAWA members stranded with their horses, in accordance with guidelines set by

                the Board, we have given financial support to help the member “weather the storm”.  This support as per the Board’s instructions is limited,

                confidential and requires the joint agreement of the CEO and myself.

Please understand that we have to stay within our means and are dealing with monies from many members who themselves find our membership levies a financial strain.  Hence the pre-requisite to gaining financial support is just not demonstration of a considerable financial loss, but the demonstration of necessitous circumstances.

 

1.       The EFA has been in constant contact with the Dept of Agriculture and the Racing and Gaming Industry.  It was at the latter request that we, after professional advice from Dr Warwick Vale, ordered the cessation of all events and asked members, affiliated clubs and all other performance and pleasure horse groups to do the same.  This voluntary action established the EFAWA bonafides with the Racing and Gaming industry and the Dept of Agriculture WA.  It demonstrated that the EFAWA can act decisively, listen to the concern of the total equestrian community and could lead even non affiliated clubs when determining appropriate behaviour in such circumstances.

 

2.       Our actions to date have ensured that performance and pleasure horse activities can be controlled and able to react to a crisis.  This has ensured that our section of equine activities was not shut down in order to protect the Racing and Gaming industry which the WA Government was understandably most concerned about.  I can assure you that the EFA leadership role is recognised by all major affiliated and non affiliated equestrian clubs within WA as well as the Dept of Agriculture and the Minister. 

 

3.      Your email specifically requests that we advise our stance on the WA/SA border.  The EFAWA supported the closure of this border and the total non movement of horses into, out of, or within Western Australia.

 In the first week of the EI crisis, via a phone hook up, the EFA Chairman and CEO called a joint meeting of all State Chairs and themselves.  The Chairs gave a State by State position report and advised on policies they supported or adopted.  This peak forum supported the non movement order and the closure of State borders. 

In WA once the 15 quarantined horses that had recently arrived from the “Eastern States” were cleared of EI then we favoured the lifting of the intra-WA containment policy for all equestrian activities.  This action was initiated by the Dept and with the support of the WA Minister, resulted in the Federal Minister lifting the constraints on horse movements within WA.

I now believe we should support and encourage the lifting of the WA to SA embargo and will seek the Board’s ratification of this policy at our Board Meeting on the 24th September, 2007. (The Board did ratify the EFAWA Chairman’s position) 

 

4.       If we fail to achieve the lifting of this border restraint then we will seek to get a permit to have WA horses stranded in SA returned to WA.  This would involve accepting significant bio security measures prior to the permit being granted. 

 

5.      I am not aware of any cross border travel permits being granted to any section of the equestrian industry.  This will not deter us from the action noted above. 

 

6.      The EFAWA has not approached the Hon. Min. Chance as we believe the application of professional and scientific input through his dept is not only the proper course, but the one most likely to succeed.

 

7.       Once the WA/SA border is opened the EFAWA would then seek a determination of whether horses stranded in Victoria could be returned to WA.  Personally, I would not at this stage expect to have horses from any part of Qld or NSW transported to WA.  Clearly the risks are greater and involve three State Governments and Federal Government with the EFAWA’s input being of little significance in this trans- border process. 

 

8.      …………I will not support or encourage any legal action against a Federal or State Government in this matter.  I will ask the EFAWA Board their position and seek a resolution supporting or rejecting my position with regards to legal action. (The EFAWA Board supported this stance.)

 

Finally, can I advise this is still an evolving situation.  There has been continual change in advice on virtually all major parameters with regards this virus including: - Required containment actions, both in time, distance and method of possible contamination. 

 

Therefore please realise the advice contained in this email is “of – the – moment”  and may change, I hope to the better.

Brooker, Swan River horse Trials are pleased to announce that the event on October 20th/21st   2007 at Brookleigh Equestrian Estate has been granted special dispensation from the FEI to conduct a CIC 1*, 2* and 3*due to the cancellation of events in the Eastern States.

CVW Group Gala Showjumping Weekend October 13 & 14 - Programme

 

The Smithbrook Wines showjumping derby will take place on the 28th of Oct. at the Smithbrook vineyard near Manjimup. This will be Derby number 6 and as in previous years it will be an invite only event, with competitors being selected by the Southern Forest Showjumping committee. Classes will be limited to 25 starters, the first class being the junior A2 at about 110cm, followed by open speed, the C&D grade derby, then the open Derby which this year will offer a $1000 bonus to be shared by those competitors who finish the 1st round with no faults, hence the track will be a little more challenging than in past years. The day will end with open puissance which will also offer a $1000 bonus to be shared by the riders who set a new puissance record which now stands at 190cm.

Prize money for the day now stands at $10,000 spread over the 4 main events. Invites will be issued late sept. with more info for the day.

Dressage WA Promotions Inc - Horseland Young Dressage Horse 2007

Saturday 8th December 2007 at the SEC.  Classes 4 year old, 5 year old and 6 year old.  This will be a 2 round competition as per the EFA rules attached. Please note that the Australian Young Horse finals competition is to be held at Dressage With the Stars (DWTS) in 10-12  April 2008 in Melbourne. Amendment to the August Newsletter

Dressage section – Dressage Development Fund Article,

Please not there was a misprint with the closing date for the Dressage Development Fund.  The Newsletter states that 30th October 2007 is the closing date.  This is an INCORRECT date.  The REAL closing date for applications is Friday 28th December 2007.

 

 

Dressage WA Competition, Clinics and Important Dates 

 
 

PARA-EQUESTRIAN

Like all equestrian activities, Para Equestrian has also been seriously affected by the current Equine Influenza crisis.  The National RDAA Dressage Championships, scheduled to be held at Werribee on October 8 –13 and which were to incorporate a CDPEI **** International Qualifier for the 2008 Olympics, have had to postponed until January 21 – 26, 2008.  This date will be the last possible date before the Qualification period closes on January 31.  At present we are still negotiating with Werribee but it most likely that the venue will have to be moved to the Tonimbuk Equestrian Centre.  At present, much time is being spent in changing flights for the many overseas officials who were travelling to Australia for this event and, more importantly, determining their availability for the new date as well as amending schedules etc.   We have had excellent assistance from the EFA National office and from the FEI for which we are very grateful and thank them most sincerely.

Advice for Casual Hirers of State Equestrian Centre Facilities following outbreak of E I .

 

  1. Horses must be temperature checked at time of arrival prior to use of any Facilities at the Venue. Please do not allow horses to mingle with others or use a stable until cleared to continue. 
  2. Testing is to be conducted by either a Vet / Vet Student / Authorised Club Delegate.
  3. Hirer to complete a ‘Register of Attendance Form’ and submit this to the EFA Office within 24 hours Form can be downloaded from www.efawa.com.au
  4. If any one attending the SEC is visiting from the Eastern States since the EI outbreak, then they will need to sign a ‘Visitors Declaration’ also to be returned. This form can also be downloaded from the Website.

Perth WA 8-9 September 2007. No event runs without some kind of behind-the-scenes drama, but with Equine Influenza breaking out just one week prior to the planned date of this event, the Organising Committee had their hands full making an emergency rescheduling happen at all!

It is with great regret that the Organising Committee of the 2007 EFA Australian Interschool Championships must announce the cancellation of this inaugural event due to the Equine Influenza outbreak in Queensland and NSW.

The Organising Committee of the EFA Australian Show Horse & Rider Championships 2007 regrets to announce that the 2007 event has been cancelled due to the current Equine Influenza outbreak. This decision has been made in close consultation with the National Show Horse Committee and the DPI.
