The common saying "what a week in football",  can be adapted to  "what a week in the horse industry" this week as we all have become in one way or another aware or affected by the threat of Equine Influenza in our State.  Yesterday the Minister for Agriculture lifted the travel ban here in WA and we can once again begin to move around our industry.  The EFA today has introduced biosecurity measures that are to be adhered to at all EFA events for the short term. You can read further on this below.  We have also listed all the event changes that we are aware of for the coming weeks, the most immediate being the postponement of the Combined Horse Transport EFA Showhorse HOTY and Showman events to September 8th and 9th.  For eventers Gidgegannup ODE is going ahead as planned this weekend and for Showjumpers the Perth Horse & Pony Club Father's Day Gala on Sunday is going ahead as well.  We will endevour to keep you as informed as possible with both event and EI news updates so please check the EFA WA website regularly.
Thursday PM - Latest news from NSW is that there are now 8 confirmed cases of EI within the TB population at Randwick.  Sources say this will bring the racing industry in NSW to a halt for at least the next two months and that the flu can be expected to be contracted by the 700 horses stabled at Randwick.  A very black day indeed for the industry in NSW.

Message to all EFA Members from EFA Acting CEO - Cath Moss
The EFA (WA) have currently adopted a policy for Biosecurity Measures at all EFA(WA) Competitions and Events, which has been developed by Dr Warwick Vale, an FEI Event Veterinarian and an EFA National Medication Control Officer.  The inception of this policy has also been embraced by the members of the Department of Agriculture, present at the EI Information Session held last night at the State Equestrian Centre.  The transcripts from the Information Session will be available in due course, and will be posted on this website as soon as they come to hand, for EFA(WA) members and the general horse public who were unable to attend.
Whilst it may seem to some that we are being over-cautious, all who attended the Information Session can attest, that the spread of this disease is as simple as someone attending an event wearing the same clothing that a day earlier they were wearing in NSW, when they came into contact with an infected horse.  
Until such time as the rest of the country has achieved containment and subsequent eradication of this disease, we cannot be too careful.  Our horses are precious to us, and we do not want to go through the heartache that our counterparts in NSW and QLD are experiencing.  To this end, we are asking that Event Organisers and Competitors alike, embrace what we are trying to achieve, and play their part in the procedures that we have set in place.
It must be understood that this policy is an interim measure, which will most definitely be downgraded as soon as it is considered safe to do so.
The EFA(WA) would like to take this opportunity to publicly thank Dr Warwick Vale, for his tireless efforts since news first broke of this outbreak of EI, last Saturday morning.  Due to the quick thinking and thoughtful actions of Dr Vale, EFA(WA) events were cancelled very quickly, minimising risk to our horses, had this disease been present in our State.
We would also like to acknowledge the WA Horse Council and their involvement in organising the Information Session last night, which was well attended by people from all facets of the sport and leisure horse industry.  The Speakers, Dr Ashley Mercy and Mr Gary Hodgen from the Dept of Agriculture, and Dr Judith Medd from Racing and Wagering were extremely informative, and reiterated that we are not being overly cautious, but should be applauded for any measures that are adopted to protect our horses.
Therefore, I would encourage all those involved with events/competitions in the near future, to be vigilant and understanding of the procedures that have been put in place.  Here’s hoping for a speedy resolution to this situation.
 
INTERIM POLICY ON BIOSECURITY MEASURES FOR EFA (WA) COMPETITIONS AND EVENTS
DIRECTIONS FOR EVENT ORGANISERS  
1.      Competition/Event Horse Registry
           All horses participating at events must be recorded in a log that details the following:-
                        Name of the Horse
                        Name, address and contact details of the owner
                        Date of Competition/Event
                        Location of the Competition
These details are to be recorded by the event organisers and faxed through to the EFA (WA) office within 24 hours of the completion of the event.  
2.      Examinations Upon Arrival at the Event
All horse should be examined upon arrival by a veterinarian/veterinary student/trained EFA steward before being allowed “entry” into the competition/event.
This examination will record the following data on a data sheet
                        Horse name, owner’s details, contact phone number
                        Determination of the presence/absence of
            - Fever (rectal temp greater than 38.5 degrees)
            - Cough
            - Nasal Discharge  
Any horse with a fever, persistent cough or nasal discharge MUST NOT be allowed to “enter” the event.  Any horse that is examined by a veterinarian that is declared unfit for competition must not be allowed to “enter” the event.
Data sheet to be retained by the competition/event organizers.  
3.      Handling of any sick horses at a competition/event
Potentially infected horses will show a high fever, nasal discharge, a persistent hacking cough.  Other signs can include depression, loss of appetite, laboured breathing, and muscle pain and stiffness.
Any sick horse at an event must be reported to a veterinarian for immediate examination.
Sick horses must not be allowed to return home until after a veterinary examination.
 
DIRECTIONS FOR COMPETITORS  
4.      Pre and Post Competition/Event Biosecurity Advice
The EFA (WA) and Organisers can provide the following information to potential participants at their events:-
On your return from the competition to home, please ensure that you change all clothing, shower and wash your hair, before handling other horses at your home. Equine Influenza is readily killed by detergents/soaps.
Be sure to take your own feed and water buckets for your horses, and under no circumstances allow them to eat or drink from communal troughs.
Do not transfer any equipment between horses, apart from your own horses, at an event. This includes halters, bridles, twitches, saddles, horse floats, horse trucks, etc.
Make sure that you clean your equipment and tack thoroughly before coming to each and every event. Wear clean clothes, preferably those that have been dry cleaned.
Take the temperature of your horse before you load it to come to an event.  Call your vet if your horse has a fever.  
Disinfection Guide
            Stables and floats
            Remember to scrub clean walls and ceilings as well as floors.
            Yourself
            Wash your hands thoroughly with soap or detergent. That means every finger and under fingernails as well
            Wash your clothes after handling horses. Clothes should be washed with warm/hot water and washing powder.
            Recommended Disinfectants for Surfaces
            Clean away all dirt and faecal material with water and a household detergent then spray with a disinfectant, such as household bleach,
            washing soda or citric acid.
            Read label directions and take recommended precautions when handling these disinfectants.
 
            Equine Influenza - Taking a Horse's Temperature
            Two types of thermometers are available:
·                    Mercury bulb thermometer – cheap but easily broken
·                    Electronic thermometer – more expensive but longer lasting and easy to read
            You can purchase a thermometer from your veterinarian or chemist.
 
            Technique
 
      1.         Stand to the near side (left hand side of the horse), close to the horse to avoid being kicked.  Make sure the horse knows you are there.
      2.         Lubricate the end of the thermometer with soapy water.
      3.         If using a mercury thermometer gently shake the mercury down to the bottom of the tube.
      4.         Lift the tail and gently insert the thermometer into the horse’s rectum.  Make sure the tip of the thermometer rests against the rectal wall
                  (i.e. make sure it is not inserted into dung).
      5.         Hold the end of the thermometer to stop it disappearing into the rectum.
      6.         If you are using a mercury thermometer, wait at least 60 seconds before removing the thermometer and reading it.
      7.         Electronic thermometers will ‘beep’ when an accurate reading is obtained.
            8.         Clinical signs of EI are usually a sudden increase in temperature (38.5°C or higher).
 
 GENERAL INFORMATION ON EQUINE INFLUENZA
PLEASE READ THIS DOCUMENT YOUR COOPERATION IS VITAL TO PREVENT THE SPREAD OF EQUINE INFLUENZA
 
Equine influenza (EI) is a highly contagious viral disease which spreads rapidly through susceptible horse populations. Affected horses not previously vaccinated will show a high fever, nasal discharge, a persistent hacking cough, and can be depressed and off their feed.
 
Transmission occurs primarily between coughing horses via the respiratory route, however contaminated horse transport vehicles, equipment, clothing, stablehands, veterinarians, trainers and other people who have close contact with affected horses can also transfer infection between premises.
 
SUSPECT HORSES
If you have a horse in your care that is displaying any of the above symptoms take the following action:
- Immediately contact your veterinarian and isolate the horse from other horses in the stable
- Contact the Emergency Disease Hotline on 1800 675 888
- Clean and disinfect the stable and any gear that has been used by the suspect horse
MEANS OF REDUCING THE SPREAD OF DISEASE
 
There is an urgent necessity for high level personal quarantine, as EI can be carried and transmitted through contact with skin, clothing and other equipment.
To protect horses follow these basic rules:
- If horses are stabled, take daily rectal temperatures.
- Segregate horses by age and use, eg, keep yearlings separate from older horses and pregnant mares, and competition horses away from stay-at-home horses.
- Isolate sick horses at the first sign of illness, keeping their gear separate.
- Wash hands between handling groups of horses. Handle sick horses last.

Produced by one of the Hunter Valley's most respected Wine-makers, this sparkling non vintage brut is made predominately from Semillon.  It has lots of fresh fruit flavours and and a medium dry finish.

COMBINED HORSE TRANSPORT - HORSE OF THE YEAR
The EFA Branch Committee on Monday night made the difficult decision to postpone our HOTY and Showman events until the following weekend.  This decision was not made lightly and many situations had to be considered.  Jo Bastian would like to thank Showhorse members for their patience and understanding in this matter and also a huge thanks to our sponsors and trade exhibitors for their understanding.  The upside is that you all have another week to prepare your horses! 
 
Don't forget we are having a free competitor sausage sizzle on the Saturday night of HOTY and also live music upstairs in the bar area of the SEC.  The bar will also be open.
 
Camping for HOTY - if you are camping over at HOTY please contact the SEC office and book your campsite. 
 
Reminder - NO HAY in the stables.  
 
All people that Showhorse Promotions Inc have organised to come over for the event from interstate including Judges and riders, have been fully briefed on personal biosecurity protocols.

Due to the Equine Influenza situation it has been agreed by the Katanning Equestrian Society committee to cancel the Katanning Inland Dressage Extravaganza which was to be held on the 8th and 9th September, entries were closing 30th August which is still within the ban period.
We apologize to all sponsors and competitors but to continue with the preparation with the possibility of further bans is unnecessary.
